On behalf of the Chinese Dragon Boat Association, I’m very happy to inform you that the Chinese Dragon Boat Association will host the 2006 China Binzhou International Dragon Boat Invitational Tournament in a beautiful bay city – Binzhou, Shandong Province from Sep 26 to 29, 2006.
Schedule: Sep 26: Arrival, Sep 27: Training, Sep 28: Racing, Sep 29: Departure
Event: Open Standard Dragon Boat Straight Speed 500m and Round Racing 5000m.
Reception: Free food, accommodation and local transportation of 3 nights and 4 days will be provided by the Organizing Committee. Teams are kindly required to arrive at Jinan airport or train station and we will arrange free transportation for you.

Annex 1
2006 China Binzhou International Dragon Boat Invitational Tournament
Regulations
1. The tournament will be held from Sep 26 to 29, 2006 in Binzhou city, Guangdong Province, China
2. Host: China Leisure Sports Administrative Center, Chinese Dragon Boat Association, Shangdong Sports Bureau
3. Organizer: People’s Government of Binzhou City
4. Teams: All teams being invited.
5. Event: Open Standard Boat Straight Speed 500m and Round Racing 5000m
6. Participating Method
I. We’d like to use the most updated version of the Dragon Boat Racing Rules by CDBA.
II. All racing equipment shall be provided by the Organizing Committee. Participating teams are also allowed to bring IDBF-licensed paddles
III. Each team shall bring two of their national or regional flags approved by the IOC and on arrival one of them must be handed to the Organizing Committee for hanging at the regatta course. Please keep the other one for the Opening Ceremony, Welcome Ceremony, Closing Ceremony and awards receiving ceremony
IV. Each crew members shall wear clothes of the same color and design
V. Method of drawing:
1. Straight Speed Race will be heats, repechages, minor final and grand final (final racing method will be according to number of teams’ entry).
2. Drawing lots will be conducted at the Joint-meeting for team leaders, coaches and race officials. Lane number and boat number will be drawn at the marshalling area.
3. The round racing will start at 15 second intervals with fastest boat first based on 500m times. Each team’s result will be recorded respectively.
7. Qualification:
1) Capable of swimming at least 200m in light clothing. To be proved healthy by hospitals.
2) Participants should be insured by themselves. The Organizing Committee would request the paddlers wear life jackets (Written form application will be approved racing without life jackets).
8. Participation
1) Each standard team shall comprise 28 persons, 1 head, 1 Team Manager, 2 Coach, 24 athletes (including 1 Drummer, 1 Steersman, 20 Paddlers and 2 Substitutes. No restriction for gender).
2) Teams are kindly requested to bring two copies of photos (passport size) for making ID.
9. Ranking and awarding:
1) All top three teams of every event shall be awarded trophies and medals. Top 4-6 shall be awarded trophies.
2) The top three teams of overall scores (add 500m and 5000m results together) will be awarded trophies. Other teams shall be awarded memorial trophies.
3) Top six teams of overall scores will be awarded prizes as follows:

10. Entry and Registration:
1) The Entry: Please fill in two copies of the entry form and the name list form and return them to the Chinese Dragon Boat Association and Sports Administration of Binzhou City by September 1st, 2006and September 15th, 2006 respectively.

11. Expenses
1) Teams are responsible for your own travel expenses.
2) The Organizing Committee will make all-round arrangement for food, accommodation and local transportation for each crew, who are registered properly.
3) People of earlier arrival, later departure and extra will have to pay for themselves. The payment is RMB240yuan per day per person.
12. Other matters
1) If your team need to book return tickets from the Organizing Committee (OC), information shall be provided to the OC by Sep 1st, 2006. After the set date, you have to arrange your own travel tickets.
2) Each team is required to arrive on Sep 26, 2006. If your team need to be picked up, please inform the Sports Administration of Binzhou City by Sep 26, 2006 for them to make transportation arrangement.
3) Opening Ceremony and 500m race are in the morning of Sep 28, 2006. 5000m race, awarding and closing ceremonies will be in the afternoon of Sep 28, 2006. The departure date is Sep 29, 2006.

We promise that all the participants are healthy, have been trained and can swim 200 meters with light clothes. We’ll observe all the regulations and rules made by the organizers. We will bear the expenses of injury; death and property loss during the racing or travel before and after the race. We will not sue the 2006 China Binzhou International Dragon Boat Invitational Tournament Organizer or and individual related to the tournament for the responsibility of the above-mentioned matters.
